SHECARES@SCWO, Singapore’s dedicated support centre for victim-survivors of online harms, will begin a new chapter as SG Her Empowerment (SHE) assumes full operations from 1 January 2026. The centre will be renamed SHECARES and will relocate to an expanded space in Chip Bee Gardens.
A Strong Foundation Built on Partnership
Established in 2023 through a partnership between SHE and the Singapore Council of Women’s Organisations (SCWO), the centre has played a key role in supporting victim-survivors of online harms.
SCWO was instrumental in establishing and nurturing the centre, contributing deep expertise in counselling, case management, legal clinics, and public education. Over the past three years, the centre has:
- Supported 484 clients (as at 5 Dec 2025)
- Provided more than 5,000 hours of free counselling, legal assistance, and case management
- Assisted individuals in filing reports with law enforcement and online platforms
- Reached over 4,000 individuals through training and outreach programmes across social service agencies, schools, and the wider community.
These efforts have helped survivors recover from trauma, seek justice, and rebuild their lives with dignity.
The integration of SHECARES within SHE builds on this strong partnership and further strengthens the organisation’s ability to deliver seamless, research-backed and trauma-informed specialist intervention support for all survivors of online harms. With this, the organisation will be well-positioned to convene, rally, and engage key stakeholders, ensuring survivors – including children, youth, men and women – receive comprehensive wraparound support, access to expanded programmes, and the reassurance of a stronger, more coordinated network standing behind them as they rebuild their lives.
SHE, one of SCWO’s member organisations, looks forward to continued close collaboration with SCWO to further strengthen support for women and families.
SCWO will continue its ongoing programmes, including Star Shelter – a safe refuge for women and children survivors of domestic violence and Maintenance Support Central – a multi-service centre supporting individuals facing challenges in receiving spousal or child maintenance.
